Administrative

The Borough Administrator serves as the Chief Administrative Officer and is responsible to the Governing Body for the proper and efficient administration of municipal services and business affairs of the Borough.

The Borough Clerk takes and transcribes the minutes of all meetings of the Council; keeps all records of agreements, contracts, legal documents; issues licenses; registers voters and conducts elections.

Emergency Services is composed of the Community Emergency Response Team (CERT), Fire Department, Office of Emergency Management, and Police Department.

The Chief Financial Officer oversees the finances of the Borough, reports to the Council on the Borough’s financial condition, oversees the budgeting process, maintains continuing review of budgets, and manages the Borough’s insurance program.

Planning Board

The Upper Saddle River Planning Board fulfills the responsibilities of both a Planning Board and a Zoning Board of Adjustment.

Public Works

The Public Works Department is responsible for the repair and maintenance of department equipment, storm basin drainage, grounds and buildings, public fields and parks, road repairs and traffic signage, the recycle center operations and snow removal.

Recreation Department

The Recreation Department, with the assistance of the Recreation Commission, is responsible for the coordination of all recreation activities throughout the borough.

Tax Collector
